CALLING ALL RESIDENTIAL CONTRACTORS!!


Request for Bids: HOME-Funded Home Rehabilitation Project – Rio Rancho, New Mexico

OPEN HOUSE DATE & TIME: Wednesday 2/4/25 @ 2:00pm

Rebuilding Together Sandoval County (RTSC) is soliciting bids from qualified, licensed, and insured general contractors for a homeowner rehabilitation project funded through the HOME Investment Partnerships Program.

Project Scope:
Single-family home rehabilitation in Rio Rancho NM(address disclosed at a later date). Work includes interior and exterior repairs, such as window and patio door replacement, stucco and wood frame repair and more. Detailed specifications and scope of work are available in the bid packet.

Bid Submission Deadline: February 12, 2026 by 6:00pm

Mandatory Requirements: 

  • Valid state contractor’s license.

  • Proof of general liability and workers’ compensation insurance.

  • Compliance with all federal regulations, including 2 CFR 200 and 24 CFR 92.
     

Selection Criteria:
Bids will be evaluated based on responsiveness, completeness, proposed cost, and demonstrated experience with similar rehabilitation work. The contract will be awarded to the responsible bidder submitting the lowest responsive and responsible bid.

PART 1: GENERAL INFORMATION 

Purpose
RTSC seeks Statements of Qualifications (SOQ) from licensed general and trade contractors to provide rehabilitation and repair services for low-income homeowners under the Federal HOME Investment Partnerships Program. Approved contractors will be added to RTSC’s list of “Qualified Providers” and may bid on individual projects in Sandoval County and adjacent areas.


Background
RTSC is a subrecipient administering HOME funds to address substandard housing conditions, health/safety hazards, and accessibility needs. Projects are not limited to, but may include:

  • Critical repairs (roofing, plumbing, electrical, HVAC).

  • Accessibility modifications (ramps, grab bars, doorway widening)

  • Environmental hazard reduction (if applicable).

  • Energy efficiency upgrades.

Compliance Requirements

  • Procurement follows 2 CFR 200.320 (competitive standards) and 24 CFR 92 (HOME Program rules).

PART II: MINIMUM QUALIFICATIONS

1. Licensing and Insurance

  • Valid New Mexico contractor’s license (GB-98 or trade-specific).

  • General liability, workers’ compensation, and auto insurance.

  • TRIBAL ENTITIES: Alternative documentation accepted per Exhibit D.

2. Experience

  • Minimum 3 years in residential rehabilitation.

  • References for similar projects (federally funded preferred).

3. Federal Compliance

  • Active SAM.gov registration.

PART III: SUBMISSION REQUIREMENTS
Submit one PDF via email to [RTSC Contact] with:
1. Completed Application (Exhibit A).
2. Signed Certifications:

  • Conflict of Interest (Exhibit B).

  • Code of Conduct (Exhibit C).

3. Proof of License and Insurance.
4. IRS Form W-9.
5. Three Professional References.
Deadline: Open indefinitely (rolling submissions).


PART IV: EVALUATION and CONTRACTING

  • Non-competitive evaluation for pre-qualification.

  • Approved contractors may bid on projects; awards follow 2 CFR 200.320 (lowest responsive bidder).

  • Three-Party Agreements (RTSC, homeowner, contractor) govern individual projects.
